Automate support for `sql-indent' ELPA package

* progmodes/lisp/sql.el (sql-use-indent-support): New variable.
(sql-is-indent-available): New function.
(sql-indent-enable): Use above.
(sql-mode-hook, sql-interactive-mode-hook): Add `sql-indent-enable'.
